Recent U.S. actions involving Venezuela raise complex and pressing legal questions at the intersection of domestic constitutional law and international law. This panel brings together two leading national security law scholars, Professor Blank and Professor Nevitt, to examine the scope of executive authority to use force without congressional authorization, separation-of-powers concerns, and the legal constraints imposed by U.S. and international law. The discussion will also address questions of foreign sovereign and head-of-state immunity, as well as the broader implications for international legal norms
governing the use of force and accountability.

Justice Hennesy was appointed Associate Justice of the Minnesota Supreme Court on April 22, 2024, and sworn in on May 13, 2024. She previously served for 12 years as a District Court Judge in Mille Lacs and Stearns Counties and as Chief Judge of the Seventh Judicial District. Justice Hennesy is a graduate of Drake Law School and Central College. Her career includes work as an appellate public defender, private criminal defense attorney, and attorney with Mid-Minnesota Legal Aid. She enjoys hiking, running, baking, singing, and reading, and lives in Minnesota with her husband and two children.
The conversation will be moderated by Adam Miller, Deputy General Counsel and Director of Judicial Appointments for the Office of Governor Walz and Lt. Governor Flanagan, and Chair of the ACS Board of Advisors.
