Voting Rights Moot Court - County of Los Angeles v. California

California, to be heard by the California Court of Appeals later this month. The California legislature passed a law providing that LA County has to have an independent commission do its redistricting beginning in 2020. At the same time, the legislature passed a law allowing other counties to continue to conduct redistricting by their supervisors, to have an independent commission, or to have a hybrid advisory commission. Ms. Brill represents the County, which contends among other things, that the statute violates the California constitutional provision restricting "special" and "local" laws.
