This conversation with Chelsey Metcalf from the City of Chicago’s Affirmative Litigation Department will discuss the Department’s history and work in the current political climate. The ALD has been aggressively challenging the second Trump Administration’s changes to important legislation, such as the EPA and the Affordable Care Act via direct lawsuits. More generally, the ALD challenges federal government actions through lawsuits on behalf of City residents, submitting amicus briefs in support of third-party lawsuits against the government, and enforcing consumer protection laws to protect residents from unfair business practices. 

Chelsey Metcalf has served as an Associate Corporation Counsel III for the City of Chicago's Affirmative Litigation Department since December 2022. Prior to joining the ALD, she clerked in the Northern District of Illinois for United States Magistrate Judge Sunil R. Harjani and Judge Franklin U. Valderrama, and worked as a litigation associate for Foley and Lardner. She received her J.D., cum laude, from the University of Wisconsin Law School in 2015, and graduated with distinction from the University of Wisconsin-Madison in 2012.
