Above the Law? Immigration Enforcement, Accountability, and the Constitution

Attorney and Professor Juan Rocha will discuss whether immigration enforcement operates under different constitutional rules than other forms of law enforcement, the scope of immunity afforded to immigration officers, the implications for Fourth and Fifth Amendment protections, and how recent enforcement practices and limits on judicial review challenge the long-standing characterization of immigration law as “civil.”
