Former Independent Counsel Leon Jawarski once said, “From Watergate we learned what generations before us have known: our Constitution works. And during the Watergate years it was interpreted again so as to reaffirm that no one - absolutely no one - is above the law.” As the Mueller investigation rounds out its second year, we ask: Where is the investigation going? Will it get there unimpeded? Does it threaten Article II powers? Is it still true that no one is above the law?
