In 2019, the U.S. State Department issued 9 million temporary visas to foreign nationals, including 1 million to international students. The recent ICE rule reignited an ongoing discussion: are foreign nationals residing here in the United States entitled to the same legal and constitutional protections as U.S. citizens?
