Being just over two-thirds of the way done with the year, 2020 has already been rife with constitutional conflicts. Between mitigating the COVID-19 pandemic, and responding to massive Black Lives Matter protests, local governments have fallen into a precarious spot in trying to solve the nation's problems. Federal pressures on cities' handling of these problems open many question on how the Tenth Amendment operates during times of crisis.
