Recent U.S. actions involving Venezuela raise complex and pressing legal questions at the intersection of domestic constitutional law and international law. This panel brings together two leading national security law scholars, Professor Blank and Professor Nevitt, to examine the scope of executive authority to use force without congressional authorization, separation-of-powers concerns, and the legal constraints imposed by U.S. and international law.
