Fall 2006: Voting Rights and Democracy

ACS encourages its chapters to hold events during the fall of 2006 which focus on protecting and expanding the right to vote. In order to assist chapters in planning such events, we are happy to provide the following resources. Please be aware that this is a rapidly changing area of the law, and these program guides were created in August 2006:

  • Voter Identification and Voter Registration Requirements -- This program guide focuses on voter identification requirements, which are increasingly being considered at the state level, and other voter registration requirements which may also affect political participation.
  • Redistricting -- This program guide discusses partisan gerrymandering, race and redistricting, and redistricting reforms at the state level.
  • The Voting Rights Act -- This guide explains the most widely used provisions of this seminal legislation, including section 2, which prohibits state and local governments from implementing any voting law or procedure that has a discriminatory result, and section 5, which requires certain jurisdictions to obtain federal approval before implementing any change in their voting procedures.
  • Felony Disenfranchisement -- This program guide examines the history and racial impact of the felony disenfranchisement laws, challenges to such laws and the possibility of re-enfranchisement in various states.
